San Juan 2

We didn't have a shore excursion booked for San Juan but just as we got off the ship, several sales representatives from tour companies were trying to sell us a tour. We decided to try a tour around new and old San Juan for $20. Our first stop was in front of Puerto Rico's Capitol Building and our tour guide allowed us 15 minutes to photograph the statues of the nine US Presidents that have visited Puerto Rico.

Puerto Rico is a self-governing commonwealth in association with the United States and the head of state is the President of the US. The local government has control over internal affairs but the US Government controls just about everything else. I heard recently that Puerto Rico is planning another vote to decide if it should become a state of the US.
